Building regulations are a separate consent from planning permission, governing the technical standards to which buildings must be constructed. Where planning permission controls whether you can build, building regulations control how you build.

Building regulations in England are set by central government and cover: structural stability; fire safety; resistance to moisture; drainage; ventilation; energy efficiency (Part L); accessibility; glazing; and more. All new buildings and most significant alterations require building regulations approval.

Approval can be obtained from the local authority building control service or from a private approved inspector. Either way, the process involves submitting drawings and a specification, receiving approval before work starts, and having the work inspected at key stages during construction.
